Download the picture with the link provided
Or use one of your own.
Notes:
You will need some knowledge of Corel PSP
A free trial can be found
Here
Please keep original watermarks for images intact when saving.
This Tutorial was done using Corel PSP X4
but can be made with other versions.
Lets Begin

Step 1

Open the image in PSP
Edit>Copy
Edit>Paste as New Image
Close the original image

Image>Resize
600 on longest side
All layers checked

Edit>Copy
Edit>Paste as New Image
We will save this for later
Step 2
Back to original working image

Image>Add Borders
With these settings
2 symmetric, Color Black
Click OK

Image>AddBorders
20 symmetric, Color White
Step 3

With Magic Wand
Settings are Add(Shift), RGB Value, Tolerance 0, Contiguous, Anti-Alias, Outside
Click the inside of the white border

Go back to the extra image and
Edit>Copy
Back to your working Image
Edit>Paste Into Selection

Keep Selected
Effects>Reflection Effects>Kaleidoscope
Use the default settings
(0, 0, 0, 0, # of petals: 10, 0, 0, Reflect)

Keep Selected
Effects>Artistic Effects>Chrome
Use default Settings
(flaws: 4, Brightness: 50, Color: White)

Keep selected
Effects>Artistic Effects>Topography
With these settings
Width: 35, Density: 35, Angle: 35, Color: White

Keep Selected
Effects>3D Effects>Outer Bevel
Use the Default Settings
Bevel #1, Width: 8, Smoothness: 0, Depth: 20, Ambience: 0, Shininess: 0
Angle: 315, Intensity: 50, Elevation: 30

Keep selected
Selections>Invert

Effects>3D Effects> Cutout
With these settings
Offset Vertical: 5, Offset Horizontal: 5, Opacity: 50, Blur: 5, Color: Black
Click OK

Repeat Cutout only change  the Offsets to -5,-5

Selections>Select None
Step 4

Image>Add Borders
With these settings
2 symmetric, Color Black
Click OK

Selections>Select All
Selections>Modify>Contract  by 24
Selections>Invert
Selections>Promote Selection to Layer

Highlight the Promoted Selection
Edit>Copy
Edit>Paste as New Image

Back to original working image
Selections>Select None

Step 5

Image>AddBorders
24 symmetric, Color White

With Magic Wand
Settings are Add(Shift), RGB Value, Tolerance 0, Contiguous, Anti-Alias, Outside
Click the inside of the white border

Go back to the Promoted border image and
Edit>Copy
Back to your working Image
Edit>Paste Into Selection

Effects>Reflection Effects>Kaleidoscope
Use the default settings
(0, 0, 0, 0, # of petals: 10, 0, 0, Reflect)
Click OK

Selections>Select None

Step 6

Image>AddBorders
2 symmetric, Color Black

Add your watermark

Resize Image to a size that is suitable.
Sample Images

In Step 3
These changes were made
Effects>Artistic Effects>Chrome
Use default Settings
(flaws: 4, Brightness: 50, Color: Dark Pink)
The pink was chosen from the flower in picture using the eyedropper tool
The 2nd picture was changed by selecting a Blue for this step.
